Singapore Customs would like to take the opportunity to update you on the Customs formalities and clearance procedures for inbound travellers and seek your co-operation to disseminate the information to your customers (i.e. travellers) for their compliance on their arrival in Singapore. You may consider doing so via your tour publicity materials or pre-tour briefings etc.</p><p>2 &nbsp;All arriving travellers including foreign visitors and returning residents are required to declare and pay the duty and Goods and Services Tax (GST) to bring in dutiable and GST payable goods exceeding their duty-free concession and GST import relief.</p><p>3 &nbsp;Travellers are granted GST import relief on new articles, souvenirs, gifts and food preparations (excluding intoxicating liquors, tobacco and goods imported for commercial purposes) brought into Singapore for their personal use or consumption. The relief amount is based on the value of goods the traveller brings in, and the duration that the traveller has spent outside Singapore. Travellers will have to pay GST on the value of the goods which is in excess of the GST import relief granted to them. Why do I need to pay GST on my overseas purchases?</strong></p><p>A1. The Goods and Services Tax (GST) is a tax on the supply of goods and services in Singapore and on the importation of goods into Singapore. This means that GST is levied on goods supplied in Singapore, whether or not they are bought overseas or locally. The imposition of GST on goods imported into Singapore has been in force since 1 April 1994 when GST was implemented in Singapore. The practice is consistent with countries that levy a GST (also known as Value-Added Tax in some countries). All goods, whether from commercial shipments (i.e. shipping of goods) or hand-carried by travellers, are subject to GST at the prevailing rate.</p><p><strong>Q2. If I were to buy a branded bag for S$2,000 while holidaying overseas, and were to start using it during the trip, do I have to pay GST when I bring the bag home? If so, how is the GST computed?</strong></p><p>A2. Yes, the bag is subject to the prevailing GST rate of 8 per cent. If you have been away from Singapore for more than 48 hours, you will be entitled to a GST import relief amount of S$500. Therefore, the amount of GST that you will have to pay is S$120 [S$(2,000 - 500) x 8 per cent]. If you have been away from Singapore for less than 48 hours, you will be entitled to a GST import relief amount of S$100. Therefore, the amount of GST that you will have to pay is S$152 [S$(2,000 - 100) x 8 per cent].</p><p><strong>Q3. If I were to remove the price tag/packaging and use an item bought overseas immediately, is the item still subject to GST? Can it be considered a used article or personal belongings where GST import relief is granted?</strong></p><p>A3. The item in question is not considered as "used articles and personal belongings" and GST is payable if the value exceeds the GST import relief amount granted.</p><p><strong>Q4. If I already paid sales tax for an item purchased overseas and I did not claim tax refund, do I still have to pay GST?</strong></p><p>A4. GST is applicable on all items brought into Singapore regardless of whether foreign sales tax was paid for the item overseas, or whether the traveller has claimed tax refund for the item.</p><p><strong>Q5. If I were to receive a gift while overseas, how is the tax calculated since I will not have a receipt and will not be able to estimate the value of the gift?</strong></p><p>A5. Adjustment and further extension to amendment of the travel agents regulations (tar) 2017.

<p>Dear Travel Agent, &nbsp;</p><p>&nbsp;</p><p>On 8 April 2020, in response to the Covid-19 crisis, STB amended the Travel Agents Regulations 2017 (TAR) to:</p><p>a) Reduce the minimum net value requirement by 90%; and</p><p>b) Allow the submission of Auditor Certified Accounts (CAs) in lieu of Audited Statement of Accounts (AA).</p><p>&nbsp;</p><p>2 &nbsp; &nbsp;With the protracted Covid situation, these requirements were extended twice, in December 2020 and December 2021.</p><p>&nbsp;</p><p>3 &nbsp; &nbsp;With the reopening of borders, travel volume has seen a gradual recovery. As such, STB will be adjusting the minimum net value requirement accordingly. As such, &nbsp;</p><p>a) With effect from 1 January 2023, the reduction in the minimum net value requirement will be adjusted to 60%, or $40,000 for general licensees and $20,000 for niche licensees up to 31 December 2023. &nbsp;</p><p>b) However, you may continue to submit Auditor Certified Accounts (CAs) (reported in accordance with the <a href="https://isca.org.sg/standards-guidance/audit-assurance/standards-and-guidance/singapore-standards-on-review-engagements-(ssres)">Singapore Standard on Review Engagement - SSRE 2400</a> by an independent auditor) in lieu of AA for the financial year ending on or after 1 March 2023.</p><p>&nbsp;</p><p>4 &nbsp; &nbsp;You will be given <strong>until 30 June 2023 </strong>to do any necessary top-ups to meet the revised requirement mentioned in para 3(a) above. &nbsp;</p><p>&nbsp;</p><p>5 &nbsp; &nbsp;These measures will be reviewed and amended further, in accordance with the pace of tourism recovery. &nbsp;</p><p>&nbsp;</p><p>6 &nbsp; &nbsp;Please refer to the attachment below to read the full subsidiary legislation supplement. <p>The Ministry of Health (MOH) advises travellers to take the following preventive measures when travelling to the Middle East region.</p><p>&nbsp;</p><p><strong>PRE-TRAVEL PREPARATIONS</strong></p><ul><li>Consult your healthcare provider prior to travel.</li><li>Check on vaccination requirements and take all required vaccines.</li><li>Be up-to-date with vaccinations in the National Adult Immunisation Schedule (NAIS) or National Childhood Immunisation Schedule (NCIS) and routine vaccines.</li><li>Be aware of the situation in countries you intend to travel to.</li></ul><p>&nbsp;</p><p><strong>VACCINATION REQUIREMENTS AND RECOMMENDATIONS</strong></p><p>Travellers are advised to check the entry requirements imposed by the countries they intend to travel to. Since 2012, the World Health Organization (WHO) has recorded more than 2600 cases of MERS-CoV infection in 27 countries, mainly in the Middle East region<a href="https://batik-trust.stb.gov.sg/admin/#_ftnref2">[2]</a>. Majority of the cases were reported in Saudi Arabia, with recent cases in 2022 reported in Saudi Arabia, Qatar and Oman.</p><p>Symptoms of MERS-CoV infection include fever, cough and shortness of breath. MERS-CoV infection may result in severe illness and complications, such as pneumonia, and death occurs in about a third of infected individuals. The virus is present in infected dromedary camels, and can spread to humans through contact with infected animals or contaminated animal products. <p>On 24 Aug 2022, the Multi-Ministry Taskforce (MTF) announced further easing of Safe Management Measures (SMMs). In line with this, STB has updated the SMMs applicable to tours.</p><p>These measures may be adjusted further, subject to the prevailing public health situation in Singapore. Please refer to key updates below.&nbsp;</p><p>With effect from 29 Aug 2022:</p><ul><li>Mask-wearing is mandatory only on public transport (i.e. on MRT/LRT and public buses) and indoor public transport facilities (e.g. boarding areas at bus interchanges and MRT platforms). Tour buses are exempted from mask-wearing.<br>&nbsp;</li><li>For tours that involve entry into settings with Vaccination-Differentiated Safe Management Measures (VDS) such as F&amp;B establishments<a href="https://batik-trust.stb.gov.sg/admin/#_ftn1">[1]</a>, vaccination status checks are not required. <p>On 11 March 2022, the Multi-Ministry Taskforce (MTF) announced it would resume our transition to resilience and proceed to simplify and streamline Safe Management Measures (SMMs). In line with this, STB has updated the SMMs applicable to tours.</p><p>In line with the streamlining of SMMs, with effect from 15 March 2022, tour operators and tourist guides can resume tour operations without submitting an application to the Singapore Tourism Board ("STB") for assessment and subsequently, receive an approval letter from the Ministry of Trade and Industry ("MTI").</p><p>These measures may be adjusted further, subject to the prevailing public health situation in Singapore. <p>On 30 December 2021, Singapore Tourism Board (STB) released a joint advisory with Enterprise Singapore (ESG), Housing &amp; Development Board (HDB), Singapore Food Agency (SFA) and Urban Redevelopment Authority (URA) to update the Safe Management Measures (SMMs) at Food &amp; Beverage Establishments, Retail Establishments and Lifestyle-Related Services. In line with this, STB has updated the SMMs applicable to tours.</p><p>These measures may be adjusted further, subject to the prevailing public health situation in Singapore. Time-Limited 8-weeks Rostered Routine Testing (RRT) for Workplaces (Round 2)

<p>Dear stakeholders,</p><p>With more employees returning to the workplace from 1 Jan 2022, there could be higher risk of workplace transmission, particularly given the higher transmissibility of the Omicron variant. Regular testing is therefore important to ensure early detection and ringfencing of cases at the workplace. To support this practice, the Government is undertaking a second round of ART kit distribution which eligible companies can apply for. However, the Government reserves the right to reject&nbsp;applications from non-compliant companies that applied for and received the first round of kits distribution, including those that did not submit or were late in submitting their results declaration. <p>Dear Tour Operators and Tourist Guides,</p><p>Please note that in view of the emergence of the Omicron variant of concern, Maritime and Port Authority of Singapore (MPA) has implemented the following additional safe management measures (SMMs) for SZH-licensed pleasure craft with effect from 15 Dec 2021:&nbsp;</p><ol><li>Only fully vaccinated tour participants[1]&nbsp;are allowed onboard the pleasure craft. Unvaccinated passengers (other than recovered individuals,&nbsp;<a href="https://www.moh.gov.sgnews-highlightsdetailscalibrated-adjustments-in-stabilisation-phase_8nov2021/">medically ineligible individuals</a>, or children aged 12 years and below[2]) are not allowed to board the craft. The following changes to the SMMs will apply:&nbsp;</p><p>&nbsp;</p><ul><li>With effect from 10 November 2021:&nbsp;<ul><li>For tours that involve F&amp;B components<a href="#_ftn1">[1]</a>, entry into shopping malls or attractions, or indoor activities where masks are not worn, the maximum number of participants in each group within such tours is capped at <strong>2</strong> pax. <p>In line with the latest health situation in Singapore and the need to slow down community transmission, the Singapore Tourism Board ("STB") has updated the Safe Management Measures ("SMMs") that are applicable to tours with effect from 13 October 2021.</p><p>The following changes to the SMMs will apply:&nbsp;</p><ul><li>For tours that involve F&amp;B components<a href="#_ftn1">[1]</a>, entry into shopping malls or attractions, or indoor activities where masks are not worn, the maximum number of pax in each group within such tours is capped at <strong>2</strong> and this will apply throughout the duration of the tour. Time-Limited 8-weeks Rostered Routine Testing (RRT) for Workplaces

<p>Dear stakeholders,</p><p>As part of the national effort to step up regular testing,&nbsp;we would strongly encourage companies with employees that work onsite and are not already subject to mandatory RRT, to apply for 8 Antigen Rapid Test (ART) kits per onsite employee for weekly testing of your employees over a two-month period. With regular testing, companies can detect and ringfence infections early. <p>As Singapore transits towards COVID resilience, the Multi-Ministry Taskforce (MTF) announced on <a href="https://www.moh.gov.sg/news-highlights/details/preparing-for-our-transition-towards-covid-resilience">6 August 2021</a> that it would ease Safe Management Measures ("SMMs") in two steps. The first will take effect from 10 August 2021 and the second from 19 August 2021, if conditions remain stable.</p><p>These measures may be adjusted further, subject to the prevailing public health situation in Singapore. The following changes to the SMMs will apply:&nbsp;</p><p>With effect from 10 August 2021:&nbsp;</p><ul><li>For tours that involve indoor activities where masks are not worn e.g., tours with F&amp;B components, the maximum number of participants for each tour is 20, with each group within such tours capped at 5 pax and this will apply throughout the duration of the tour. The F&amp;B establishments that the tour will visit must have in place systems to check the vaccination status of the individuals. All individuals within such tours must be<ul><li>fully vaccinated (as defined in footnote1); or</li><li>children aged 12 years and below[2].</li></ul></li><li>For tours with F&amp;B components at hawker centres and coffee shops, the maximum number of participants for each tour is 20, with each group within such tours being stricter and capped at 2 pax regardless of vaccination status; and</li><li>For tours that do not involve indoor activities where masks are not worn, the maximum number of participants for such tours remain at 20 with each group within such tours capped at 5 pax regardless of vaccination status.</li></ul><p>With effect from 19 August 2021:</p><ul><li>For conveyance-assisted tours, capacity on board every conveyance must be capped at 50 participants or at the operating capacity of the conveyance, whichever is lower.</li></ul><p>&nbsp;</p><p>[1] An individual is considered fully vaccinated if he/ she has been: a) fully vaccinated, i.e. has received the full regimen of Pfizer-BioNTech/Comirnatry, Moderna or WHO EUL vaccines, with an additional two weeks for the vaccine to be fully effective, b) recovered from COVID-19, or c) has obtained a negative result on a pre-event test taken in the past 24 hours before the expected end of the event.</p><p>[2] Children who are 12 years and below do not need to do PET. The following changes to the SMMs will apply:&nbsp;</p><ul><li>With effect from 22 July 2021 to 18 August 2021 (both dates inclusive):&nbsp;<ul><li>For all tours (conveyance and non-conveyance), the tour capacity is 20 participants, and the maximum number of pax in a group within each tour must be capped at 2. <p>To mitigate further community spread of COVID-19, the Multi-Ministry Taskforce (MTF) announced on <a href="https://www.moh.gov.sg/news-highlights/details/updates-on-phase-3-(heightened-alert)-measures">16 July 2021</a> that it would tighten Safe Management Measures (SMMs) for higher-risk, mask-off settings with effect from 19 July 2021 through 8 August 2021 (both dates inclusive).</p><p>These measures may be adjusted further, subject to the prevailing public health situation in Singapore. The following changes to the SMMs will apply:&nbsp;</p><ul><li>With effect from 19 July 2021 to 8 August 2021 (both dates inclusive):<ul><li>For tours that involve indoor mask-off activities e.g., tours with F&amp;B dine-in components, the maximum number of participants in each group within such tours is capped at 2 participants and this will apply throughout the duration of the tour.</li><li>The maximum number of participants in each group within such tours may be capped at 5 participants if:<ul><li>The F&amp;B establishments that the tour will visit have put in place systems to check the vaccination status of the individuals;</li><li>All individuals in the group are:<ul><li>fully vaccinated;<a href="#_ftn1">[1]</a> or</li><li>have recovered from COVID-19 within the preceding 270 days; or</li><li>have a valid negative pre-event test (PET) result for the duration of his/her dining in<a href="#_ftn2">[2]</a>; or</li><li>children aged 12 years and below<a href="#_ftn3">[3]</a>.</li></ul></li></ul></li></ul></li><li>For the avoidance of doubt, for tours with F&amp;B dine-in components to hawker centres, food courts and coffee shops, the maximum number of participants in each group within such tours is capped at 2 participants; and</li><li>For all other tours, the maximum number of participants in each group remains at 5 participants.</li></ul><p>&nbsp;</p><p><a href="#_ftnref1">[1]</a>An individual is considered fully vaccinated two weeks after he or she has received two doses of Pfizer-BioNTech/Comirnaty or Moderna vaccines.</p><p><a href="#_ftnref2">[2]</a>This refers to tests done by MOH-approved COVID-19 test providers, and the PET must have been taken in the past 24 hours before the expected end of the event/visit.&nbsp;</p><p><a href="#_ftnref3">[3]</a>Children who are 12 years and below do not need to do PET. If the group is not from the same household, then the number of children 12 years old and below should constitute not more than half the dine-in group. The new measures for re-opening will take effect from Monday, 21 June 2021. Tour operators and tourist guides that have not previously received approval from MTI to resume tours must still submit their application for tour resumption to STB. [Open Call] Applications open for Performing Arts Tours Workshop

<p>The Singapore Tourism Board (STB) and National Arts Council (NAC) will be conducting a networking and ideation workshop for tour operators and arts practitioners on <strong>19 and 20 April 2021</strong>. The 2-day workshop is intended to bring together tour operators and arts practitioners to</p> <ol> <li>Deepen cross-sector understanding of the tour and performing arts landscape via sharing by local arts groups and participating in tour experiences.</li> <li>Collaborate and ideate on new concepts for Performing Arts Tours through an ideation workshop</li> </ol> <p>This workshop is held in tandem with the STB-NAC Performing Arts Tours Pilot Grant, a one-time grant that aims to support the development of innovative, sustainable performing arts tours pilots. The application is to be jointly submitted by a tour operator and arts practitioner, with either party as the lead applicant.</p> <p>Participants who are not shortlisted for the workshop may still surface a proposal for the STB-NAC Performing Arts Tours Pilot Grant if they meet the relevant criteria. More details on the pilot grant will be published at a later time.</p> <p><strong>Eligibility</strong></p> <p>The workshop is open to:</p> <ul> <li>Licensed Travel Agents</li> <li>Tour Operators operated by a licensed Tourist Guide; who is both a shareholder and director of the business</li> </ul> <p>Due to safe management measures, capacity is limited and interested participants would need to surface an application to attend. Updated Advisory on Safe Management Measures for Tours Re-opening in Phase 2

<p>On 28 June 2020, Singapore Tourism Board shared the <a href="https://trust.stb.gov.sg/site/content/tagaem/landing-page/bulletin-board/bulletin-board-news.html?id=152">Advisory on Safe Management Measures (SMMs) for Tours Re-Opening in Phase 2</a> which provides guidance on the necessary SMMs that Tour Operators and Tourist Guides need to adhere to before resuming tours.</p> <p>&nbsp;</p> <p>With effect from 27 July 2020, the following changes to the SMMs will apply:</p> <p>&nbsp;</p> <ol> <li>For walking, cycling and kayaking tours, maximum group size has been increased from 5 pax to 10 pax (excluding tourist guide), with maximum 5 pax allowed in any one sub-group.</li> <li>Operating capacity for conveyance-assisted tours will be capped at 50 pax or at the operating capacity of the conveyance after implementation of safe management measures, whichever is lower.</li> <li>For all tours, there should not be more than 5 pax in a sub-group and maintain at least 1m safe distance between sub-groups. <p>Dear Travel Agency,</p><p>&nbsp;</p><p><strong>REMINDER ON REQUIREMENT FOR A VALID YELLOW FEVER VACCINATION CERTIFICATE FOR TRAVELLERS ARRIVING FROM COUNTRIES WITH RISK OF YELLOW FEVER TRANSMISSION</strong></p><p>&nbsp;</p><p>1. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; We would like to remind travel agencies about Singapore’s yellow fever vaccination requirements for travellers. Yellow fever is a mosquito-borne acute viral haemorrhagic disease which is caused by the yellow fever virus. Although Singapore is free from yellow fever, we remain at risk of importation and transmission of the virus, given our position as a trade and travel hub and the presence of the mosquito vector. In 2023, more than 1000 at-risk travellers without valid yellow fever vaccinations were detected in Singapore.&nbsp;&nbsp;</p><p>2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; All travellers, including Singapore residents, with travel history to countries with risk of yellow fever transmission in the six days prior to arrival in Singapore are required to have a valid yellow fever vaccination certificate and present it to the Immigration and Checkpoints Authority (ICA) officer upon arrival to Singapore.&nbsp;The current list of&nbsp;countries with risk of yellow fever transmission are provided in the annex. Please note that the requirement to have a valid yellow fever vaccination certificate applies to travellers who visited any area, region or city in the countries listed in the annex. The certificate is also required for travellers with more than 12 hours airport transit in these countries.</p><p>3. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;The International Certificate of Vaccination for yellow fever is only considered valid 10 days after vaccination and the validity lasts for the life of the person vaccinated. <strong>Travel agencies should inform&nbsp;travellers intending to visit&nbsp;countries with risk of yellow fever transmission to receive the yellow fever vaccine at least 10 days prior to their travel.</strong>&nbsp;</p><p>4. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Travellers without a valid yellow fever vaccination certificate (e.g. unvaccinated individuals, including those who are ineligible to receive the vaccination, and travellers whose certificate has yet to become valid) are liable to be quarantined under Section 31 of the Infectious Disease Act, for up to six days upon arrival in Singapore. Sustainable Singapore Gallery at Marina Barrage

Launch of Digital Mandatory Refresher Course (MRC)

<p>Dear Tourist Guides,&nbsp;</p><p>&nbsp;</p><p>We are pleased to announce the launch of the new Digital Mandatory Refresher Course (MRC).&nbsp;</p><p>&nbsp;</p><p>With the MRC converted into a digital courseware, which fully replaces the current classroom / virtual format, tourist guides (TGs) will be able to access the MRC modules and attempt the MRC assessment at their convenience. The new digital learning portal also serves as an information repository, which all TGs can access, even when his/ her licence is not due for renewal.</p><p>&nbsp;</p><p><strong>If your licence is expiring in the next 6 months</strong>, passing the MRC assessment is part of the licence renewal conditions. You may log in to the digital MRC to access the MRC modules and attempt the MRC assessment. If you have attended the MRC classroom/ virtual module and passed the MRC assessment as part of this licence renewal cycle, you will not be required to attempt the MRC digital module.</p><p>&nbsp;</p><p><strong>If your licence is not expiring in the next 6 months</strong>, you may log in to the digital MRC and use the learning portal as an information repository. Soft Launch of Area Tourist Guide Scheme

<p>Dear Tourist Guides,<br><br>One of the recommendations by the Tourist Guide Taskforce set up in 2015, is the Area Tourist Guide (ATG) scheme. The ATG scheme was previously known as the Specialised Tourist Guide scheme. What to Know About Trusted Traveler Programs — PreCheck, Global Entry, NEXUS, and SENTRI

Here’s what you need to know about Trusted Traveler Programs, including TSA PreCheck, Global Entry, NEXUS, and SENTRI.

Your time at the airport is precious. You want to ensure you have enough time to enjoy a pre-flight snack or cocktail at an airport lounge, but you also don’t want to get there so early that you’re waiting to board for hours before departure. Luckily, there are programs that can help you more reliably budget the time you need to get through security. 

Trusted Traveler Programs are issued through the Department of Homeland Security, and they allow members to move through security more efficiently. There are four main Trusted Traveler Programs offered to regular travelers: Global Entry, TSA PreCheck, NEXUS, and SENTRI. There’s a lot of overlap in what each program offers, so you will likely only need to apply for one. However, requirements, cost, and time to get approved can vary significantly from program to program. I spoke with Steve Orens , a senior vice president at FROSCH Travel and T+L A-List travel advisor, to compile this guide.

The best tip to anyone wanting to apply for these programs is to be thorough, says Orens. “Be prepared, fill out all requested information,” he explains. “Check back on the [application] page on a regular basis to follow the progress or provide any other information requested.”

Although it can take months or more than a year in some cases, these programs provide significant utility to travelers. Here’s everything you need to know about the Trusted Traveler Programs, and who should apply for each. 

Meet the Expert

The first Trusted Traveler Program, and one of the most popular, is TSA PreCheck , which allows travelers to enjoy expedited security benefits. Travelers enrolled in PreCheck will not need to remove shoes, laptops, liquids, belts, or jackets when going through TSA airport security. In 99 percent of cases, travelers will get through security in 10 minutes or less. In my experience, it’s typically even faster. 

The enrollment process is quite simple — all you need to do is choose an enrollment provider , submit an application online , and visit an enrollment location for fingerprinting and payment. Once you receive your Known Traveler Number, you can start enjoying your benefits. The cost varies between $78 and $85 for new enrollments and $70 and $78 for PreCheck renewals , depending on your provider. You can even get TSA PreCheck for free thanks to credit cards that will reimburse you for the application fee, making it extremely worthwhile to enroll. 

U.S. citizens, U.S. nationals, and lawful permanent residents can apply for TSA PreCheck. Most airports will have dedicated TSA PreCheck security lanes. If not, you will receive a card indicating your membership. You will have to go through the regular security line with the card but will receive the same benefits.

Global Entry allows travelers re-entering the U.S. from abroad to expedite the customs process. Members can use a dedicated Global Entry lane to proceed to a kiosk, which will capture a photo to confirm membership in the program. Then, proceed to the Customs and Border Patrol officer, and you’re all set. Global Entry includes all of the benefits of TSA PreCheck, so you do not need to apply for these programs separately. 

Global Entry is for pre-approved and low-risk travelers. As part of the application, you must undergo a background check and in-person interview to complete enrollment. Typically, the process requires you to visit an enrollment center for your interview before departure. If you cannot, you can complete your interview when you return to the U.S. through Enrollment on Arrival . 

It was just announced that you can also complete your Global Entry enrollment with Enrollment on Departure , a brand-new offering only available (for now) at Washington Dulles International Airport. The application fee is $100, but like PreCheck, many credit cards will reimburse you for the fee as long as you have not already been reimbursed for TSA PreCheck. 

Global Entry members can also validate their arrival to the U.S. via a Global Entry mobile app at select airports, further improving the process. 

The following people are eligible for Global Entry:

  • Citizens of Argentina
  • Citizens of Brazil
  • Citizens of Bahrain
  • Citizens of India
  • Citizens of Colombia
  • Citizens of the United Kingdom
  • Citizens of Germany
  • Citizens of the Netherlands
  • Citizens of Panama
  • Citizens of Singapore
  • Citizens of South Korea
  • Citizens of Switzerland
  • Citizens of Taiwan
  • Mexican nationals

There could be additional requirements to meet, depending on your country of citizenship. Canadian citizens and residents can also be eligible for Global Entry benefits through membership in NEXUS.

NEXUS is similar to Global Entry but specific to Canadian entry ports. You can use NEXUS when traveling by land, air, or sea. Members use expedited processing lanes when entering the U.S. and Canada: dedicated lanes at northern border ports of entry, NEXUS kiosks when entering Canada by air, Global Entry kiosks when entering the United States via Canadian Preclearance airports, and expedited processing at marine reporting locations. 

U.S. citizens, U.S. lawful permanent residents, Canadian citizens, Canadian lawful permanent residents, and Mexican nationals who are members of Viajero Confiable are eligible to apply for NEXUS. The process to get approved takes a lot longer than Global Entry or TSA PreCheck because you have to get approved by both the U.S. and Canada. The average processing time is around 12 to 14 months, and the application fee is $50. The process for applying is similar. All you need to do is submit an application and schedule an interview at an enrollment center. Note you will need to be interviewed by both U.S. and Canadian officials. NEXUS includes TSA PreCheck benefits. 

The fourth and final Trusted Traveler Program is SENTRI , which allows expedited entry into the U.S. from Canada and Mexico. SENTRI works the same way as NEXUS but enables the benefits on both the northern and southern borders of the U.S. Members can use dedicated processing lanes at southern land border crossings, the NEXUS lane when entering the United States from Canada by land, and Global Entry kiosks when entering by air. There aren’t any citizenship requirements for eligibility into SENTRI. However, Mexican nationals who wish to use the Global Entry kiosk when traveling by air will need to apply for Global Entry through their Trusted Traveler account. 

This is the most expensive program, with an application fee of $122.25. The processing timeline is slightly shorter than NEXUS, taking 10 to 12 months to complete. However, the process is the same as the other programs: complete an application, receive conditional approval, and schedule an interview at an enrollment center. You must bring your vehicle registration and proof of automobile insurance in the U.S. to your interview. SENTRI includes TSA PreCheck benefits. 

The best program for you depends on your travel habits, budget, and timeline. If you only travel within the U.S., TSA PreCheck is likely the best option. It includes all the security benefits and has one of the quickest processing times. However, if you take a couple of international trips per year, Global Entry is a fantastic option. I have Global Entry, and it has made my life significantly easier. Not only can I enjoy all of the same PreCheck benefits, but I can pass through customs quickly when entering the U.S., whether for a layover or my final destination. There are so many credit cards that will cover this application fee, too. 

NEXUS and SENTRI are both excellent programs for anyone who frequently travels between the U.S. and Canada or Mexico. Although they typically include the same PreCheck benefits, they won’t include Global Entry benefits when entering the U.S. from elsewhere, so you’ll want to weigh the pros and cons before applying. Enrollment in each program lasts for five years, so once you’ve decided, you can enjoy the benefits for a long time before having to renew. 

You should also think about present and future timelines, explains Orens. “For example, TSA PreCheck comes with Global Entry, but you can also only renew your TSA PreCheck when you renew your Global Entry,” he says. “So, when your Global Entry expires, so does your PreCheck.  If you don’t have time to [renew] Global Entry, then you will not have PreCheck back until you do.”

Truly modern retailers, these companies are there for customers all the time, any time, on every channel, with a little UX magic thrown in just for fun. When you shop them, you use their tools, you access advice from other customers, you compare costs and brands with ease. If travel retailing falls short of these standards, people notice. So, we need to get in step.

Trust Sells

We asked respondents whether they felt they could trust travel companies to do the right thing. Travel is inherently a leap of faith. Because when we travel, we’re taking a journey into the unknown. Trust underpins the entire experience, and that starts with a booking. And for businesses, being trusted enables success.

Our research shows that when trust exists:

As an industry we’re not quite bottom of the class (that accolade goes to Financial Services, while Healthcare scores high in the year of the vaccine). But Edelman’s research shows we’re still scoring low.

People hate ‘hidden’ costs. They expect transparency and personalization, with a clear fee structure and a product tailored to their needs.

Price transparency is more important to travelers than anything. That’s not an exaggeration — along with fully flexible or refundable products, people ranked it 16% more influential on trust than an airline’s long-term safety record.

2. Performance During COVID-19

Travelers are raring to get back on the move, and they give the industry reasonably high marks for reacting to COVID-19. They may forgive past negative experiences if we prove trustworthy now.

Some sectors have fared better than others. Major international hotels were some of the first businesses in the sector to reopen, regaining consumer trust through clear, consistent safety measures and transparent cancellation policies. Beyond COVID-19, hotels build trust by prioritizing the traveler experience in ways airlines often do not. A simple example is the mindset of welcoming ‘guests’ not ‘passengers’.

Travelers are also still wary about some measures like air filtration, social distancing, and managed boarding being fully implemented, and need more reassurance around refund/exchange flexibility.

People value their privacy — that’s not new. Travelers have higher trust in companies using information shared voluntarily with them rather than from elsewhere. The most trusted sources include one-to-one conversations, while the lowest form is through tracking their social media activity.

4. Negative Experiences

Other people’s opinions matter to travelers. Reviews have been democratized by platforms like TripAdvisor, Instagram, and Facebook, and consumers have the power and confidence to use them to vent or resolve a grievance. When travelers say trust is the most important factor when buying, negative word of mouth is costly.

The key takeaway across consumers of all ages is that reviews and word of mouth are the most trusted options, as they perceive their interests to be aligned to their own.

Nobody Trusts Shills

People generally don’t trust celebs’ or influencers’ word for planning a trip. That doesn’t mean famous travel aficionados and legit expert bloggers don’t know their stuff. The point is, consumers know the difference between paid partnerships and genuine recommendations that are unmotivated by financial or personal gain. Like we said, people value transparency, which may be why celebs and influencers score lowest on trust, at 25-30%.

It’s the same story when it comes to types of information. People value the opinions or insights of other travelers more than travel companies or paid third parties. ​

Gen Z Are Wary of…Everyone

Misinformation is a huge part of the zeitgeist for Gen Z, and it’s made them suspicious consumers. Gen Z just about trust their friends and family but are skeptical of those with agendas misaligned with theirs.

Compared to Millennials at 48% (the second youngest consumer demographic), that’s on the decline. This indicates a worrying trend on the horizon among the biggest economic driving force.

Ways to rebuild trust

Let's be clear 1.

Price transparency is essential to building trust. During the pandemic, it was obvious how important clear cancellation/refund policies are. This now extends to eliminating hidden fees, so expectations are set from booking. Communication is key, whether you’re a travel agency or supplier.

Now It’s Personal 2

Travelers are overwhelmed by too much choice. Agencies can build trust by taking a curatorial approach, using the right content and tools to reduce the list of options to something manageable and personal. The caveat is getting the balance right between using your own and external data to inform that personalization.

Authenticity, Always 3

Consumers are more and more mistrustful of anything claiming to be genuine endorsements but smell like paid sponsorships (that’s why #ad is a thing). Travel businesses should avoid using influencers to rebuild trust. Eschew what looks like schilling, and your customers will have confidence that you’re the real deal.

Get the Youth Vote 4

Prioritize Gen Z as if the next 20 years depends on it (it does). These are the consumers most likely to bail on their jobs to travel the world, and are now a major (and growing) economic force. You need to understand them and meet their needs — even ones that feel new and alien.

Experience is Paramount 5

Experience makes or breaks trust. Travel businesses need to keep delivering on quality, but close the gap between your interest and consumers’. When travelers are happy, everybody wins. We need to enable customer reviews and ratings, so they can share positive experiences far and wide.

Embrace modern retailing

How can we improve consumer trust in travel.

The answer to the three trillion-dollar question is: by embracing and building on modern retailing standards.

Travel is a human need. We’ve got a great product, but we need to do better at selling it — and we can learn that from other industries. We’re at a unique point in history where we’ve got an opportunity to reset, and the technology to do it. The speed at which that happens will determine both recovery and our future success.

My guide for the second-floor climb was energetic and excited to share his knowledge of the Eiffel Tower after living in Paris for a year, and he had an album of historic photos to back up his commentary. He chatted with each tourgoer personally as we queued for 30 minutes for our entrance beneath the tower, after having been ushered through a quick security line for "ticket holders."

Everyone in the group took the first portion of the climb (327 stairs) at our own pace, after which we were given 15 minutes to catch our breath and explore the first floor of the Eiffel Tower at our leisure before gathering for a narrated tour. Our guide pointed out all of the major landmarks visible from the first floor, including lesser-known sites like Napoleon’s tomb inside Hôtel des Invalides and the quarter-scale replica of the Statue of Liberty at the tip of Swan Island (Île aux Cygnes). We proceeded to the second floor (347 stairs), again at our own pace, before meeting for the final narrated portion of the tour on the second floor. We gained insights into the tower’s history – like how it was originally painted red – while slowly walking the perimeter together admiring sights like the Arc de Triomphe , Champs-Élysées and Notre Dame . The tour concluded there, where we were free to ask questions or explore before leaving on our own.

Whether a walking, heritage or bird-watching enthusiast, anyone can claim a free visit to National Trust properties across the UK this autumn.

As the leaves start to fall, the conservation organisation has announced a free autumn pass to over 200 of its gardens, castles and houses.

The single-use pass will be valid for visits between 16 September and Friday, 18 October 2024.

Only one pass may be used per household for free admission – two adults and up to three children or one adult and up to four children aged between five and 17.

A National Trust annual membership typically costs £91.20 a year for adults over 26 years old, with day tickets to some of its most popular sites, such as Attingham Park , Dunham Massey and Cliveden House, priced around the £20 mark.

To take advantage of the charity’s autumn offer and pre-book online, select a free member’s ticket on a chosen property’s booking page and use code “AUTUMN24” in the membership number box.

Some National Trust properties, including places managed by English Heritage or National Trust for Scotland , are excluded from the promotion.

Earlier this month, the charity reported a jump in visitor numbers by 5 per cent last year despite a drop in membership numbers .

Around 25.3 million people visited National Trust properties between 2023 and 2024, with a 12 per cent year-on-year rise in non-member attendance.

However, membership numbers dropped by 89,000 to 2.62 million members as more people moved to pay on the day over committing to the annual subscription.

Hilary McGrady, director general of the National Trust, said: “It’s really heartening that people still want to spend time in and support amazing cultural and natural places, whether that’s immersing themselves in art or wandering through our gardens and woodlands.

“We know the cost-of-living crisis is still biting, and we’ll keep doing more to give everyone a great day out.”

Is it possible to visit Russia as a tourist right now? (Q&A)

Who can enter Russia as a tourist?

At present, people from 80 countries can enter Russia. There are two main conditions: first, one must be a citizen of that country or have a permanent residence permit; and second - one needs to enter Russia by plane. The primary document that regulates entry during the coronavirus pandemic is Order no. 635-r (March 16, 2020), which is regularly updated. 

Some of the countries on the list include the United States, Britain, Greece, Germany, Tunisia, Israel, Japan, Armenia, Qatar, Portugal, Mexico, Croatia, Belgium, China, France, Denmark, New Zealand, Iran, Peru, Norway and Argentina. Click here for the full list. 

In the meantime, any country with which Russia currently has a travel agreement can serve as the port of departure (however, the transit country must be on the above list).

What type of visa is required?

Those who already have a valid Russian visa - and citizens of the above countries - can enter Russia using that visa. Those who do require a visa can submit their documents at the Russian consulate in their home country.

What is still not possible at this point is obtaining a unified electronic visa (a type of visa that is valid for up to 16 days, takes only four days to process and does not require submitting any documents relating to the purpose of visit). Therefore, in order to receive a regular tourist visa (valid up to six months) it is necessary to have a confirmed accommodation booking or an agreement with a travel agency.

Is a COVID test required?

Yes, PCR tests must be performed no earlier than 48 hours before arriving in Russia. The results must be printed in Russian or English (this is required even if you received a Sputnik-V vaccine shot). If you’re flying with children, they, too, must obtain a test, irrespective of age. And a form for arrivals must be filled in before entering the country.

Who is not affected by the rules? 

These restrictions don’t apply to foreigners with a valid Russian residence permit or those with close relatives. They can enter Russia from any country using any means of transportation, including by land.

They also do not apply to partially recognized republics of Abkhazia and South Ossetia, as well as citizens of Belarus (or those with Belarusian permanent residence permits), Kazakhstan and citizens of the Donetsk and Lugansk national republics. Entering by land is also possible when traveling from Mongolia or China. 

Furthermore, if Eurasian Economic Union citizens cross over by land, they don’t have to submit a coronavirus test or fill out the arrivals form. 

Is vaccination required? 

No. The QR codes required for visiting public gatherings before spring (including cafes, bars, hotels, etc.) are no longer required in the majority of regions. The same goes for various other COVID restrictions: regions have the final say, but almost all have been lifted.

What about masks?

Masks are also no longer a requirement. However, some regions still require people to wear masks in some places, including stores, pharmacies, shopping malls, movie theaters and so on. In Moscow, the rule on masks has been completely lifted, while, for example, in Kaliningrad, some places still enforce them. 

Are there any quarantine regulations in place?

No, you will not be required to quarantine on arrival to Russia. However, if you get sick in Russia, you will have to be quarantined for a period of seven days at your own expense. Those who have come in contact with infected people do not require quarantining (provided they did not contract the coronavirus). 

Important! In many countries, there are still restrictions on LEAVING for the purpose of tourism, so having a Russian visa does not guarantee you will get permission to leave your country. This must be clarified before making any trips.

Norovirus sickens dozens on Hawaii hiking trail, forcing site’s closure

The Kalalau Trail is closed until at least Thursday because of a norovirus outbreak, according to state officials. At least 50 people fell ill.

It was a “hiker’s dream” turned nightmare, Danielle Burr said.

The 32-year-old embarked on the Kalalau Trail on an ideal August day. The 11-mile trail, which Burr had hiked once before, runs along the dramatic Na Pali Coast on the Hawaiian island of Kauai, challenging hundreds of intrepid hikers every year with its narrow footpaths and steep drop-offs. But the reward is worth it, Burr said: glittering views of the Pacific and sweeping expanses of the island’s luscious greenery. On Aug. 29, the skies were clear, the sun shined and her group of a dozen friends buzzed with excitement.

Until they started dropping like flies.

Violent gastrointestinal symptoms gripped eight members of her group, one by one, she told The Washington Post. Burr was helicoptered out to a hospital before the trip’s end.

“It’s one of the most beautiful places in the world. I feel really fortunate to be able to be there, and appreciate and respect that land,” Burr said. “My guts exploding all over that land was not what I wanted to do at all.”

Burr and dozens of fellow hikers caught the highly contagious norovirus. The Kalalau Trail is closed until Thursday at the earliest because of a norovirus outbreak, according to state officials. At least 50 people fell ill in August and early September, but the actual number of people affected may be higher, officials said. The state health agency launched a survey last week to determine how many others may have caught norovirus on the trail and where exposure was most common. In the meantime, the trail’s restrooms are being cleaned and disinfected, officials said, and the health agency has collected water, soil and environmental samples.

Norovirus is a highly contagious virus that causes vomiting, diarrhea and fever, according to the Centers for Disease Control and Prevention. Most people recover within one to three days, but they can still spread the virus for a few days after. Norovirus outbreaks along hiking trails have happened before: This year, one sickened hikers along the Appalachian Trail, according to the National Park Service. And in 2022, the virus infected at least 222 people in the backcountry of Grand Canyon National Park, the CDC reported .

For Burr, the experience was anything but run-of-the-mill, she said, laughing at the memory.

She’s been hiking regularly for a decade and first trekked Kalalau last year. She was enamored by it, she said, and was thrilled to be back.

“This was a hiker’s dream,” she said. “It’s such a special and peaceful place.”

Her group hiked all 11 miles within a day, arriving to their Kalalau beach campsite by late afternoon. The group planned to set up their camp and spend the evening relaxing, eating and chatting, before tucking away into their tents by sundown.

But one member of the group began vomiting profusely. Then his brother did, too. Another group member rolled out of his hammock, suddenly sick as well.

“We all pause and look at each other and go, ‘Uh oh, something’s happening,’” Burr said. By the next evening, Burr was sick.

It was relentless. For hours, Burr heaved outside her tent.

“I’m so sick, and it’s so dark out there, and the toilets are 10 minutes away,” she said. “I can barely stand up.”

By about 4 a.m., Burr told her boyfriend that she needed to go to the hospital and would need to be rescued.

“There was no way I could physically do that trail to get out,” she said. “And I was spreading the virus all over the place, like, I’m a public health risk.”

A helicopter arrived not too long after sunrise, and Burr was ferried to Wilcox Medical Center. She was strapped to a fluid bag and told she probably had caught leptospirosis, a disease caused by a bacteria that is sometimes present along Hawaii’s hiking trails, she said.

Five more from her group fell ill by then, she said. And the sickness seemed to keep spreading: Burr’s friends heard about more hiking groups becoming violently sick as well. Medical providers had not yet connected the dots that there was an outbreak, Burr said.

As tales of fellow sickened hikers rolled in, Burr called the Hawaii Department of Health. The agency sent her a test kit, which confirmed that she had norovirus. By Sept. 5, the state health agency confirmed that norovirus had sickened several other hikers and campers, too, and shut down the trail.

“There was a window of time that people were still hiking in and getting sick. That could have been prevented,” Burr said, adding that the outbreak’s severity could have been mitigated if there were more restrooms — and cleaner ones — at the campgrounds.

“A lot of people found themselves in a situation of urgency where they were going in the woods.”

The state parks agency detailed its efforts to sanitize the campground’s restrooms since the trail’s closure, and the health agency in a statement Monday evening emphasized that it has a system for health-care providers to report public health concerns, including outbreaks.

The state’s health-care providers are required to report cases in which two or more people become ill “where a common place of exposure has occurred,” said Hawaii state epidemiologist Sarah Kemble.

Burr said she hopes this outbreak leads to improvements of the trail and its campgrounds.

Still, Kalalau calls to Burr. She plans to hike it again next year.
