18+ Things You Need to Know About Cruises to Canada

Cruises to Canada , especially fall cruises to the East Coast are a popular option to truly experience the beauty of Canada. Beautiful cities like Halifax or quaint fishing villages give you a glimpse into life in a small Canadian town.

On the other side of the country, Vancouver offers a big city feel with a mild climate , beautiful natural scenery, laidback lifestyle mountains, lakes, and the Pacific coastline.

Which Cruise Lines Cruise to Canada?

A number of the large cruise lines offer scheduled cruises to Canada, most notably in the fall. Norwegian, Holland America, Carnival, Royal Caribbean, Celebrity and Princess Cruises as well as luxury lines like Oceania, Regent Seven Seas , and Crystal all offer cruises to Canada.

You can easily depart from New York or Boston and head north visiting stops in Maine and then into Canada, with stops often in Halifax (Nova Scotia) and Saint John (New Brunswick) . Many also depart from Montreal or Quebec City before heading eastward.

Although a large portion of the U.S. population lives within a day’s drive to a Canadian border crossing, many have not ventured to the north to check out what Canada has to offer.

As a Canadian myself, I obviously have a bias toward loving my own country and find it easy to promote the country in which I live.

No matter what Canadian cruise destinations you choose, we hope this Canadian crash course will make your trip memorable and avoid any possible problems or misunderstandings.

Canada is BIG

Just like the United States, Canada is a large country with many distinct regions. Canada is divided into 10 Provinces and 3 Territories.

Think of Canadian provinces like States in the U.S. Understanding Canadian geography will give you a better understanding of just how vast the country is.

As an example, if you started on the west coast in Vancouver, British Columbia , and drove straight through to the tip of the east coast, you will drive almost 7000 KMs (4300 miles.)

Once you get to the end of the road near Sydney, Nova Scotia, you aren’t quite at the end yet. You would then need to catch a ferry to get over to the province furthest to the east – Newfoundland , which is an island-Province.

Since Canada is so large, you can understand why Canadians find it weird when our American friends say things like “I have a friend in Toronto (a city with 3+ million people) his name is Dave. Do you know him?”

Canada’s population just cross 40 million people in mid-2023, with many living in large cities like Toronto, Montreal , Ottawa, Calgary, Edmonton, London, Winnipeg, Halifax or Vancouver . This handy list of Canadian cities will give you a reference for cities throughout Canada.

Toronto & Niagara Falls

As a side note, I see this question asked on the internet quite often. Many people want to see Niagara Falls or Toronto while they’re on a cruise to Canada .

Here’s the thing: you are very unlikely to see Toronto or Niagara Falls if you’re on a cruise to Canada. The furthest inland that ocean cruises go is Montreal, Quebec .

And Montreal is about 5 hours from Toronto and 6.5 hours to Niagara Falls by car.

You will have to come back on a land vacation or take a Great Lakes Cruise, if you want to see those places.

Canada Adopted the Metric System in the 1970’s

Canada uses the Metric system, not the Imperial system like the United States. This means that we use Kilometres, not Miles, Centimetres, not Inches, Kilograms, not Pounds and Litres, not Gallons.

The United States, Burma, and Liberia are the only countries in the world to continue to use the Imperial system so if you travel outside the United States, it’s likely handy to learn the conversions or download an app to your smartphone to handle this .

British English

As a side note – Canadians use British English when we spell, so when you see words such as “centre”, “colour” or “neighbour,” they are spelled correctly.

Weather in Canada

Canada’s weather can vary greatly across the country with summertime temperatures ranging from the ’70s to the 90’s in degrees Fahrenheit.

It’s NOT cold in Canada all year round unless you happen to visit areas far north near the North Pole .

For example, the most northern city in Canada is Iqaluit (Nunavut) where the summer temperature is usually in the 40’s or 50’s degrees Fahrenheit. Keep in mind, the distance from Toronto to Iqaluit is 2300 km (1400 miles) which is similar to the distance between Boston and Fort Lauderdale.

While it’s cold in the far north, only a very small portion of Canada’s population lives there. The majority of Canadians live in areas where the weather would be more like Seattle , Detroit, or Boston for example.

Winter may surprise you as well. While much of Canada has snow on the ground between December and February, not every community in Canada has snow all winter.

Many of us in Southern Ontario for example (near Detroit, Michigan) have experienced more than one green Christmas in the past 2 decades, while our friends in Boston or New York (just an 8-hour drive away) had plenty of snow at the same time.

If you expect to go skiing in September when your cruise ship stops in Canada, you might be disappointed! (We would love to have you back in the winter though, to enjoy a ski resort in Collingwood Ontario , Whistler BC , or Mont Tremblant Quebec .)

Sales Tax in Canada

Don’t be surprised when you visit a store to see 10 to 15% tax on top of your purchase price.

You read that right: There’s 15% Sales Tax in some locations.

Depending on the province or territory, the tax rates change slightly as we have both a Provincial Tax and a Federal Tax.

The Federal Tax rate in Canada is 5% and each individual provinces tacks on an additional percentage for their cut, which ranges from 0% in Alberta, Northwest Territories, and Nunavut to 10% in Saskatchewan.

Currency in Canada

Canada uses the Canadian Dollar as our national currency. Currently, $1 US Dollar will buy you approximately $1.28 Canadian. You will find that most goods have a similar cost to the United States, so American vacationers get a great value by visiting Canada right now.

Our paper-based money since the mid-2000’s is made of plastic/paper meant to stop counterfeiting. We have denominations of $100’s, $50’s, $20’s, $10’s & $5’s. Beyond that, we have coins for everything else.

$2 coins are called Toonies, $1 coins are called Loonies (not because we’re crazy, but because the bird on the coin is a kind of duck called a “Loon”.) We also have quarters, nickels, and dimes.

Thankfully February 2014 we no longer have pennies. All purchases are rounded to the nearest 5 cents unless you’re paying with a debit or credit card.

If you are planning to travel to Canada, get some Canadian currency before you leave the United States.

Some merchants in Cruise port cities may accept U.S Dollars however your exchange rate may not be as favourable and you will likely get Canadian money as change.

Visa, Mastercard & Debit Cards

Traveling with a Visa or Mastercard is the easiest option as both are widely accepted in Canada. Debit cards are a bit different.

In Canada, our national debit system is called “Interac” which we have used since the late 1980’s. Basically, for Canadians with Canadian bank accounts, we have debit cards that immediately deduct the amount from our chequing account when used at an ATM for a cash withdrawal or purchase at a store POS system.

Most American debit cards with a Visa or Mastercard symbol should work in Canada , as well as a regular VISA, Mastercard or Amex credit card.

Liquor in Canada

The Canadian drinking age 19 years of age in most provinces and 18 in Quebec! If you’re 18, 19 or 20, Canada is the place to go if you want to drink legally.

Be aware though – Each Province and Territory has different laws surrounding where alcohol can be sold.

In many provinces, liquor is sold through Government-owned and operated stores which means that local convenience stores may not be able to supply you with your beer and wine.

Laws in Canada

Generally speaking, Canada has many of the same laws as the United States when it comes to driving . To go through them one by one would be difficult. If you think it’s illegal, it probably is and if you’re unsure, you might want to Google it before you do it.

Fines for texting (or even touching your phone while driving) can be pretty steep.

Seat belts while driving are required, no texting while driving is allowed, no drinking and driving is allowed and watch your speed on the highway (remember to look at the KM/hr gauge.) If you rent a car, you will find driving in Canada no different than in the United States.

However, if you plan on renting a car when you dock at a port in Quebec, there are a few unique road rules to consider:

1) Road signs will be in French (though many have international symbols).

1) In Montreal, you cannot turn right on a red light. You also can’t cut through private property to avoid stopping at a red light (ie cutting through a corner gas station to turn right).

2) When driving on a highway (freeway) you can’t pass another car on the right.

3) Left lanes are for passing only. Don’t be the slow driver holding up traffic behind you – you will get a ticket.

4) If you live in New York State or Maine, any Quebec driving infractions (i.e. demerit points) are transferable.

Smoking is not permitted in public buildings, restaurants, public transit, shopping centres, etc. You won’t find smoking sections in restaurants.

One other thing you might want to know – We’re just not into guns. This isn’t meant to be a political discussion about the right to carry a weapon, just be aware that civilians cannot carry guns at any time (other than hunting) and our gun-related crime is quite low.

If you try to enter Canada with a gun (especially a handgun) you’re going to have a very hard time getting into the country!

Other items that will cause trouble at a border crossing would be knives, pepper spray, and illegal drugs.

Travel Documents for Entry to Canada

A Passport is required to enter Canada from the USA (if you are an American.)

At one point several years ago, a driver’s license was accepted but in recent years it’s become mandatory to carry a passport.

If you’re not an American Citizen, check Passport requirements with your home country before trying to enter Canada.

Houses in Canada

While a Grade 6 Geography lesson might have displayed pictures of igloo’s as the main type of housing in Canada, Canadians do not live in these anymore – and haven’t for many many years.

Even if they did, we couldn’t live in them year-round because we don’t have snow during the summer anywhere, other than the tops of the Rocky mountains.

Our houses look almost identical to those found throughout the United States. If you went on a cruise hoping to see something totally different, you’re out of luck.

Sports in Canada

Let’s talk about sports.

Canada = Hockey. It’s that simple.

We have 7 Canadian NHL teams and we’re REALLY into supporting those teams.

Besides the NHL teams, nearly every community in Canada, no matter how small, has a local hockey rink where Saturdays and Sundays are spent watching minor hockey.

Baseball isn’t as popular in Canada as Hockey, but we do have one MLB team – the Toronto Blue Jays.

If you’re on a cruise, you’re not going to make it into Toronto. Even if you stop in Quebec City, it’s still an 8 hour drive one-way to get to Toronto. On a side note, if you ever do return to Canada, Toronto is a wonderful city to check out!

Football is a semi-popular sport in Canada, but not as large as it is in the United States. Our national football league is called the CFL (Canadian Football League) and it consists of 9 teams. The games are fairly well attended, but the players don’t earn millions of dollars like NFL players.

People in Canada, eh

Generalizing all Canadians as similar to one another is much like suggesting that all Americans are the same.

Since the country is so large, there’s great diversity in people across the country. People in Newfoundland are quite different from people in Toronto, complete with their own dialect of English that is distinct to Newfoundland.

Think of the differences between people in Texas and people in New Jersey. Regional dialect, food, culture, the pace of life; Almost anything you can think of that defines people from different regions of the United States applies across Canada.

In Quebec, most people speak French as the official language of that Province is French. The East Coast of Canada is known to be very friendly to visitors and the West Coast of Canada is known for its Seattle-like lifestyle.

Food in Canada

Canada is a multi-cultural nation, with almost every nation in the world represented so our food diversity goes far and wide. Here are a few examples of food and beverages that differ between Canada and the United States.

Iced Tea – If you ask for Iced Tea in Canada, you most likely will get sweetened tea. We don’t usually serve cold, unsweetened tea like in many places around the United States.

Ketchup Chips – These wonderful chips are popular with Canadians. Think Paprika and salt on chips. They leave your hands bright red, but they’re not for everyone.

Butter Tarts – Somewhat like a pecan pie, in a smaller single-serve pie shell, usually with raisins but sometimes pecans as well.

Donair – Found in Nova Scotia –  Similar to a Greek Gyro, but with a twist. The sauce is what makes it different. It’s a sweet milk-based sauce that pairs well with the flavour of the meat, Tomato, and Onion.

Poutine – French fries with gravy and cheese curds. These can vary by region, but the best Poutine is going to be found in Quebec.

To sum up this entire post, let me state that Canada is friendly, rich in history, and is naturally beautiful from shore to shore and season to season.

Canada's best wildlife encounters on a small-ship cruise of British Columbia

A small-ship cruise around the maze of islands scattered off the remote north coast of Vancouver Island reveals some of British Columbia's most magnificent wildlife.

Vancouver Islanders have a name for the few weeks in late summer when whales can be spotted from ships close to shore: ‘humpback soup’. Like a pot on the boil, the sea churns over this period with heaving, grey muscle, all popping and roiling and slapping the surface with barnacle-crusted flukes, so close you can hear the wind-tunnel roar of air being sucked wetly into gargantuan lungs.

Whale-watching — normally a sedate activity — practically becomes an adrenaline sport, involving many unsteady sprints from port to starboard and back again for a triumphant glimpse of a tail fin or a gut punch of lingering spray.

Cetacean-spotting here offers rich pickings, but the Johnstone Strait — a narrow and, on the surface, completely unremarkable channel cleaving the northeast shore of Vancouver Island from craggy mainland British Columbia — is particularly notable for its high number of humpback sightings. But myriad other species call these shores home, among them galumphing, salt-crusted grizzlies, skulking black bears and rare fish-eating sea wolves, as well as porpoises, dolphins and cougars. Bald eagles also perch imperiously on the island’s coniferous fringes, their white heads starkly contrasting with the green, feathery fronds.

For Canadian wildlife, there are few better places — and for orca, there are few better places in the world. There are three kinds that ply the waters here: the vocal ‘residents’, which feast on the salmon that wash silvery life into the waterways every summer; the ‘transients’ — seal-eating, sneaky and wolf-like in their ‘pack’ behaviour, and silent unless celebrating a meal; and the elusive and mysterious ‘offshores’, which ply deeper waters and are rarely seen.

The only way in or out of this maze of waterways is by seaplane — a wide-angled, often wide-eyed perspective that misses the finer details — or by boat. On a small-ship cruise, those finer details — and the essence of what this stretch of coast is about — come into focus: the cathedral-like hush beneath the rainforest canopy, the heavy scent of sap hanging like incense in the air; the sound of beachcombing grizzly bears crunching mussels like breakfast cereal; the briny tang of nibbled samphire, plucked fresh from the intertidal zone from aboard a rigid inflatable boat. And the sight of a mighty black fin — not glimpsed from above but at eye level — cleaving the waves just beyond the bow.

The journey always begins in Port McNeill, a picturesque community overlooking the water on Vancouver Island’s northeast coast, and from there days are flexible and easygoing, taking the ship wherever the wind and the wildlife sightings lead; time seems to slow, dictated by the turning of the tides. Occasionally, if weather conditions allow, the mighty sails can be unfurled and the engine can be switched off, so the only sounds are the puffing blows of cruising whales and the washing of the waves over the bow.

From the Johnstone Strait, pit stops include West Cracroft Island, where the Pig Ranch Trail is popular for its mighty cedars, which troop like evergreen giants towards the shallows to meet the fiery orange seaweed; the sandy banks of the Otter River, which are crisscrossed with wolf tracks; and Knight Inlet, a lagoon of aquamarine water occasionally traversed by families of swimming bears. This labyrinth of islands is at the centre of a rich natural world, in a place where gradually all lingering thoughts of modern life drift away with the tides.

Where can I cruise without a passport?

At TPG, we always recommend cruising with a passport, but there are many reasons why you might want to set sail without one.

What if an opportunity pops up on short notice, and you don't have a passport yet? Or what if you forgot to renew yours when it expired? What if it's only a three-night cruise to the Bahamas, and the passport application fee is almost as much as the cruise fare? Or, maybe you have children nearing age 16 and can't justify paying for passports that will only be good for five years.

First of all, do you even need a passport to cruise ? The answer is often but not always. You have options to cruise without a passport because not every sailing requires them. Thanks to an international agreement called the Western Hemisphere Travel Initiative , U.S. citizens can cruise on certain itineraries within North American countries using government-issued identification (like a valid driver's license) and proof of citizenship (like a government-issued birth certificate).

The cruises that you don't need a passport for are closed-loop sailings, which depart from and return to the same port within the U.S. One-way sailings from one U.S. port to another or from a U.S. port to a foreign one would require a passport.

Before we go further, let's clarify that when we talk about cruising without a passport, we're referring to pricey passport books that some travelers do not wish to purchase. Passport cards can also be used for identification when cruising in all the places we are about to discuss; these cards are a low-cost alternative to traveling with your driver's license and birth certificate.

Let's look at the options for where you can cruise without a passport.

Cruising to Alaska is one of the easiest ways to experience all the state offers. You'll have opportunities to see glaciers and wildlife; stroll the streets of charming coastal towns; eat your fill of local crab legs and salmon; and enjoy nature on a kayak, zip line or hike.

If you're interested in cruising to Alaska without a passport, look for itineraries that begin (and end) in Seattle , San Francisco or southern California ports, such as Los Angeles or Long Beach, California. The most common length for these closed-loop Alaska cruises operated by the major cruise lines is seven nights. Cruises early or late in the season might be only four or five nights, and trips departing from LA are usually 14 nights.

What if you really want to cruise one-way from Canada to Alaska (or vice versa)? Although Canada prefers U.S. citizens who arrive by sea or land to have a passport book, it is not required as long as they have proper identification and proof of citizenship. The U.S., however, requires one of the following WHTI-approved forms of identification for entries by land or sea: passport card, enhanced driver's license, I-872 American Indian card or trusted traveler program IDs like Nexus, Sentri and Fast.

Technically, if you have one of those forms of ID but not a passport book, you can take a one-way Alaska cruise — as long as you don't have to fly to or from Canada.

More complications arise for non-passport holders who book shore excursions that involve crossing from Alaska to Canada. White Pass and Yukon Route train rides are good examples. White Pass and Yukon Route allows cruise passengers to go on the three-hour train excursion without a passport but doesn't allow them to take any longer routes. That's their policy, not a legal requirement.

This means that Alaska cruises are one instance when the passport card would be a handy alternative to traveling with both an ID card and a birth certificate. It opens up one-way itineraries.

A cruise to the Caribbean transports you to tropical islands bathed in turquoise waters. Whether you seek warm beaches, cool drinks, water sports or cultural education, you can find a Caribbean cruise to fit the bill.

It's easy to cruise without a passport in the Caribbean: Just book one of the many closed-loop, round-trip sailings departing from a U.S. port. Most major cruise lines offer sailings that range between three and 15 nights from ports like Galveston, Texas; New Orleans; multiple ports in Florida (including Miami and Fort Lauderdale); Charleston, South Carolina; Baltimore; Bayonne, New Jersey; and New York City.

Most Caribbean islands participate in the WHTI, but it's always best to check the details specific to the ports of call included in your itinerary. Don't forget that islands such as Puerto Rico, St. Thomas, St. John and St. Croix are U.S. territories, so visits never require passports for U.S. citizens.

Bermuda is a British Overseas Territory, lying 643 miles off the coast of North Carolina. Hop on a cruise ship for a direct route to the island's famous beaches and golf courses. Spring and summer are the prime seasons to visit, but cruises are possible throughout the year.

Cruising without a passport to Bermuda is also easy. Apart from a few isolated cruises stopping in Bermuda as they come or go from other destinations, there are no one-way Bermuda cruises to confuse the situation. If you plan to sail without a passport, be wary of any Bermuda cruise longer than 10 nights. Those are likely to be point-to-point cruises that happen to include Bermuda.

Passport-free cruises to Bermuda include ample five- to 10-night sailings from the East Coast ports of Baltimore, Bayonne, Boston and Manhattan. Occasional itineraries also pop up throughout the Bermuda season departing from Norfolk, Virginia; Charleston; and the Florida ports of Miami, Port Canaveral (near Orlando) and Jacksonville.

Long known for delightful strands of beach and access to every imaginable form of water fun under the subtropical sun, the Bahamas are the ideal destination for easy and quick cruise vacations.

Skip the passport on three- to five-night Bahamas cruises sailing round-trip on most major cruise lines from the eastern Florida ports of Jacksonville, Port Canaveral, Fort Lauderdale's Port Everglades and Miami.

A few longer, seven- to 15-night itineraries stop in the Bahamas on their way into the Caribbean. Departures from Bayonne, Manhattan, Baltimore and Charleston will often get you weeklong Bahamas itineraries, as will sailings from Tampa, Galveston and New Orleans.

Our southern neighbor boasts two coastlines of cruise fun. Like most tropical cruise destinations, the top draws are the beaches and the ocean; however, cruise ports in Mexico also give you access to ancient Mayan ruins, delicious cuisine and an abundance of land activities.

Mexico's Caribbean and Pacific coasts are both accessible to cruisers who do not hold passports. If you want to visit Mexico's eastern shores, you can find three- to 15-night cruises to Costa Maya, Cozumel and Progreso. Sailings depart Florida from Miami, Tampa, Fort Lauderdale and Port Canaveral; you can also find itineraries from New Orleans, Galveston and Mobile, Alabama.

Western Mexico, often referred to as the Mexican Riviera, includes the ports of Cabo San Lucas, Puerto Vallarta, Mazatlan and Ensenada, among others. Cruises with several major lines depart San Diego, San Pedro port in LA and Long Beach for voyages lasting anywhere from three to 10 nights.

From water sports to American history and Hawaiian culture, there's a lot to experience on a Hawaii cruise . The best part might be the ability to hop from island to island, sampling the flavors of each as you go.

Closed-loop Hawaii cruises that don't require passports come in two varieties. The short option is to fly to Honolulu and take a seven- or 10-night cruise on Norwegian Cruise Line 's Pride of America. This is the only large cruise ship allowed to operate entirely within the Hawaiian Islands without visiting a foreign port.

Small-ship cruise operator UnCruise Adventures also offers seven-night, inter-island Hawaiian sailings. The American-flagged ships only cruise to and from U.S. ports, so no passport is needed, as would be the case on any domestic trip.

The long-cruise options consist of 14- to 18-night round-trip sailings from San Diego, LA (Long Beach and San Pedro) and San Francisco. You won't need a passport for these closed-loop sailings, but you do need to be prepared for multiple days at sea as you cross the Pacific from California to Hawaii.

Beware of 20-plus-night cruises that are round-trip sailings from the West Coast and would seem to fit the bill for closed-loop cruises that don't require passports. Most of these cruises don't work because they also include stops in French Polynesia, which is outside of the WHTI agreement. Passports are required for the islands in the South Pacific, which means they're required for the entire cruise.

Canada and New England

Cruises up North America's East Coast allow you to take in historical sights of early Americana, stand atop rugged cliffs on the coast of Nova Scotia or revel in the French culture of Quebec.

Mainstream cruise lines operate numerous cruises along the U.S. and Canadian coasts that don't require passports. These depart from the ports of Bayonne, Baltimore, Boston, Manhattan, Brooklyn and occasionally Norfolk. The majority of these New England and Canada cruises are weeklong fall sailings; however, a handful depart at other times of the year or are a touch longer, ranging from eight to 10 nights.

Some cruise lines also offer one-way cruises in both directions between Canada and New England. These itineraries, like Alaska cruises, might be possible without a passport book. This is the case as long as your plans don't include flying into or out of Canada and your cruise line allows you to cruise with either a passport card or other acceptable form of identification and proof of citizenship.

We checked with a few lines for you. Princess, Holland America and Celebrity all strongly recommend passport books, but they allow one of the WHTI forms of identification. Again, the passport card opens up one-way possibilities, assuming you aren't flying and your cruise only includes Canada and the U.S.

Bottom line

While cruising with a passport is always recommended, it's not required by law in certain circumstances. Closed-loop cruises from U.S. ports that visit Bermuda, Canada, the Caribbean and Mexico are part of an international agreement that allows U.S. citizens to cruise without a passport. In these cases, government-issued identification and proof of U.S. citizenship are acceptable alternatives to a passport book.

Passport cards are an affordable and unquestionable alternative to carrying an ID and birth certificate. If you want to go this route, know they are not valid for travel by air into or out of any foreign country, including Canada, Mexico, Bermuda or Caribbean countries — which is the primary reason most travel advisers urge cruisers to have a passport book.

As we've shown, you have plenty of options for where to cruise without a passport, and many travelers do so without incident. However, anything from engine trouble on your cruise ship to bad weather or an accident in port might necessitate a flight home from a foreign country. This would put you in an awkward position if you didn't have a passport.

Plus, as much fun as simple round-trip cruises are, passports open up additional vacation possibilities in the form of longer, point-to-point and overseas trips. Don't dismiss registering for a passport, even as you consider where you can cruise without one.

The Very Slow Restart of G.M.’s Cruise Driverless Car Business

An incident that seriously injured a pedestrian in San Francisco led Cruise to take all of its cars off the road. The question now is when they will return.

At a sprawling complex in Warren, Mich., General Motors’ hopes for its driverless car future play out in a virtual reality headset offered to visitors.

In a video, the electric and autonomous car drives itself. Wirelessly connected to traffic lights and the surrounding streets, the car avoids collisions and reduces congestion, part of what G.M. calls its “0-0-0” vision — “zero crashes, zero emission, zero congestion.”

At least, that’s the plan. G.M.’s driverless future looks a lot further away today than it did a year ago, when Cruise, G.M.’s driverless car subsidiary, was deep into an aggressive expansion of its robot taxi services, testing in 15 cities across 10 states.

On Oct. 2, a Cruise driverless car hit and dragged a pedestrian for 20 feet on a San Francisco street, causing severe injuries. Weeks later, the California Department of Motor Vehicles accused Cruise of omitting the dragging from a video of the incident that was initially provided to the agency and suspended the company’s license in the state.

In November, Cruise voluntarily paused all operations across the country after facing widespread criticism that it was neglecting safety as it expanded its driverless taxi service. Cruise also pushed out nine executives, its chief executive stepped down , and the company laid off a quarter of its work force.

Now comes the hard part: Rebuilding a ruined reputation. In recent interviews with The New York Times, the three executives now running Cruise say they are in no rush to get back on the road. After learning the hard way about the risks of moving too fast with a cutting-edge technology, Cruise has slowed its breakneck development to a crawl to avoid another major mishap.

“For a long time before, Cruise was really moving fast and other competitors were not,” said Craig Glidden, who became president and chief administrative officer of Cruise in November. Now, he said, safety is Cruise’s “North Star.”

But going slow means the company risks falling far behind its top rivals. Waymo, a subsidiary of Google’s parent company, Alphabet, has had driverless taxis operating in the Phoenix area since 2020 and San Francisco since late 2022 without serious incidents, and it recently expanded to Los Angeles . Zoox , an Amazon subsidiary, has been testing a steering-wheel-free robot taxi in Las Vegas since last June.

“Catching up with Waymo technologically is going to take three to five years at best,” said Alex Roy, a consultant and former executive in the autonomous car industry. He added that it was even harder for Cruise to catch up commercially because Waymo was “generating revenues with trust that Cruise never earned.”

Some industry observers were surprised G.M. didn’t shut down Cruise after its public meltdown late last year. Since acquiring the company in 2016, G.M. has spent over $8 billion on its driverless subsidiary. Cruise lost $3.48 billion last year, and another $519 million over the first three months of 2024.

“I was thinking in the late part of 2023 and into early 2024 that the most likely outcome was that they were going to completely turn off Cruise,” said Reilly Brennan, a partner at Trucks Venture Capital, which invests in the future of transportation.

But after slashing $1 billion from Cruise’s 2024 budget, Mary T. Barra, G.M.’s chief executive, reiterated her commitment to the company during earnings calls. In April, she told investors that Cruise had made “tangible progress,” although G.M. is exploring different options to fund the business, including taking outside investments.

After Cruise’s former chief executive and co-founder Kyle Vogt resigned in November, G.M. appointed two presidents who report to its board: Mo Elshenawy, previously the company’s executive vice president of engineering, and Mr. Glidden, who also serves as G.M.’s general counsel. In February, Cruise hired Steve Kenner, a veteran product safety executive, as chief safety officer.

The three executives all decide on safety decisions, such as when to take the next step in deployment. Those calls, Mr. Kenner said, have to be unanimous.

So far, Cruise has taken baby steps back to the road. In April, it picked Phoenix, the home to its operations center, to be the first city to restart testing with human drivers. On May 13, after a month of driving a handful of vehicles in order to understand local road features, Cruise transitioned into supervised autonomous testing , with two safety drivers per vehicle.

Cruise used to say its robot taxis were, on average, safer than a human driver. But so-called edge cases — incidents like road construction or erratic cyclists that humans can intuitively react to — bedeviled the robot taxis. Mr. Elshenawy said the cars had improved their navigation of construction zones and how they deal with emergency vehicles.

Cruise hopes to offer driverless ride-hailing service in one city by the end of 2024, while operating with safety drivers in fewer than five cities, Mr. Glidden said. That is, if the edge case issue can be improved.

While Mr. Elshenawy’s engineering team works to improve the technology, Mr. Glidden and Mr. Kenner have been traveling across the country to meet with regulators. Cruise has met with local officials and state regulators in Arizona, Texas and California, as well as with the National Highway Traffic Safety Administration. It has also spoken with several cities in the Southeast where it previously tested its fleet.

In California, Cruise has answered questions from state regulators about driverless testing, but it is unclear if or when it could regain a permit. The talent pool in Silicon Valley is essential to Cruise’s business, so executives say they are committed to staying in the state.

Whether Cruise’s cautious approach restores faith in the company among regulators is an open question. Dave Cortese, a California state senator representing Silicon Valley, said the autonomous vehicle industry’s aggressive testing on public roads in the past had “created tension and distrust.”

For the company to win over regulators, it needs a “profound demonstration of transparency” to demonstrate that an incident like Oct. 2 will not happen again, said Mr. Roy, the consultant.

“We may not agree, but I think there are lots of places where we do agree,” said Tilly Chang, executive director of San Francisco County Transportation Authority. “But it is also unclear to us what it would take for them to get reinstated.”

Two dozen United Airlines passengers fell ill on flight; many had been on cruise

Around two dozen passengers fell ill on a United Airlines flight from Vancouver, Canada to Houston, Texas on Friday.

Approximately 25 people traveling in a group of 75 had nausea, according to Capt. Sedrick Robinett of the Houston Fire Department. HFD evaluated three passengers upon the plane’s arrival at George Bush Intercontinental Airport but none were transported to the hospital, he said.

“Several passengers who had been on the same cruise and did not feel well were on United Flight 1528 from Vancouver to Houston Friday night,” United told USA TODAY in an emailed statement. The airline did not answer a question about what cruise line or ship the flyers had been traveling on before their flight.

“United Airlines is actively coordinating with health authorities to address the situation,” the airline’s statement continued. “As a precautionary measure, the aircraft will be removed from service and go through a deep cleaning before returning to service. Ensuring the health and safety of our passengers and crew remains our top priority.”

Is there a doctor on board?: Usually, yes. Here's why.

The Houston Health Department referred a request for comment to the Centers for Disease Control and Prevention.

"Public health officers from CDC’s Houston Port Health Station worked with EMS to evaluate ill passengers on board," a CDC spokesperson said in an emailed statement. "Most of the ill passengers reported mild GI symptoms. No passengers were noted to have a fever during the flight or upon public health assessment at landing. No passengers met CDC criteria for further public health follow-up. Passengers from the flight continued with their travel plans."

The news comes after dozens of passengers on a Condor flight from Mauritius to Frankfurt, Germany mysteriously became sick with nausea and vomiting last month.
