Consumer claims portal opens after Dream World Travel collapse reveals data anomalies

The west London agent traded as Bookholidaysonline.com and Bookonlineflights.com

The Civil Aviation Authority (CAA) has opened a claims portal for customers of failed Atol-holder Dream World Travel to seek refunds.

London-based Dream World Travel ceased trading in late July . But the CAA initially postponed starting the claims process because of “anomalies” in the firm’s bookings data.

Announcing the delay on August 5, the CAA also warned: “Because of the anomalies, there may be delays with some large or complex bookings.”

Dream World Travel had traded since 2006 and sold mainly long-haul travel.

The CAA has given no indication of the number of outstanding bookings but Travel Weekly understands consumers could be owed up to £11 million.

In its information to consumers, the CAA makes clear: “Only flights sold by Dream World Travel Ltd where a valid Atol Certificate was issued, are Atol protected.

“These were typically for flights secured with just a deposit (rather than payment of the full cost of the flight) or flights paid in full where a flight ticket was not issued immediately, but an Atol Certificate was issued.”

The CAA notes: “We understand Dream World Travel also sold flights under its Iata licence and as agent for the airline operating the flight.

“These flights are not Atol-protected. You are advised to contact your airline.

“Unprotected flights were typically those where full payment was made at the time of booking and a ticket, or an e-ticket was issued straightaway and no Atol Certificate issued.”

CAA Atol spokesperson Andy Cohen advises potential claimants: “The best way to determine if a flight was Atol protected is to check your paperwork.

“If you booked an Atol-protected flight, you will have an Atol Certificate which says ‘Flight-Only’ in the bottom right-hand corner.  Dream World Travel Atol number 9398 will also be shown in the box to the left of this.

“We can only accept claims for cancelled Atol-protected trips. Unfortunately, this means if you booked an unprotected flight, you should contact the airline.”

Consumers who hold a scheduled flight ticket are advised to check with the airline “as the flight should be valid”.

The CAA advises: “If the airline advises that a ticket has not been issued or is not valid for travel, ask them to confirm this in writing, as this will be needed as confirmation when making a claim.”

Where an Atol-protected booking was cancelled and a refund credit note (RCN) issued, the CAA tells consumers: “You may make a claim through the Atol scheme, subject to how you originally paid.

“If you paid Dream World Travel direct by credit card, the credit card issuer is also responsible for refunding the entire cost of the transaction. Therefore, you should forward your claim to your credit card issuer for reimbursement of the entire amount.”

The CAA website provides a template for doing this, a ‘Letter for credit card issuer’.

Consumers who made payments to Dream World Travel by cheque, debit card, bank transfer or cash may make a claim by completing an online claim form.

Claims must be submitted by July 25, 2023, with the original date of the booking and the most-recent Atol Certificate number

Claimants are advised to enter 00:00 for the flight time if this is unknown.

The CAA reminds potential claimants it has the power to prosecute those making fraudulent Atol claims.

West London agent folds owing an estimated £11m

A west London tour operator and travel agency, Dream World Travel, has called in insolvency practitioners owing consumers an estimated £11 million.

The company’s failure was confirmed by the CAA on Wednesday.

Dream World Travel held an Atol and was licensed to carry 4,450 passengers this summer.

The company was an appointed representative of Fly Now Pay Later Ltd, allowing customers to pay the balance of bookings in monthly instalments.

It sold chiefly long-haul travel, including to the US, South America, Southeast Asia and Australia.

Dream World Travel has been trading since 2006 and sold under its own name and as Al-umrah.com, Businessclassflights.co.uk, Bookholidaysonline.com and Bookonlineflights.com.

It described itself as “one of the UK’s leading independent travel agencies”. The company was not an Abta member.

Dream World Travel’s most-recent accounts to the end of June 2021 showed a loss of just over £20,000 for the 12 months, on turnover of almost £5.8 million.

It reported owing creditors almost £1.9 million at this time, plus an additional £232,000 in bank loans, but reported £2.3 million in current assets.

The accounts were signed off by auditors Sterling Associates after Dream World Travel’s previous auditor Pittalis Gilchrist resigned in March 2022 for unspecified reasons.

Dream World Travel reported turnover in excess of £36 million for the 12 months to June 2020 despite the start of the Covid pandemic in March that year, but it made a profit after tax of just £8,225 on the period.

‘Anomalies’ in the data supplied by Dream World Travel to the aviation regulator mean customers face a delay in claiming a refund.

Customers with outstanding bookings with the West London travel agent face another setback following its collapse last week.

The Civil Aviation Authority (CAA) said it is currently assessing the booking data supplied by Dream World Travel which it needs to process claims for ATOL protected bookings.

However, the CAA said there have been “data anomalies” meaning there will be a delay in opening the claims process for anyone who booked an ATOL protected trip.

ATOL is managed by the CAA and is underpinned by the government. It is a protection scheme afforded to holidaymakers with flight-based bookings which refunds, repatriates and reimburses travellers if the company fails.

The CAA said it will give an update to holidaymakers once it opens its online claims portal. It will then “start to process claims as quickly as possible”. An update is expected on Monday 8 August.

However, it added: “Because of the anomalies, there may be delays with some large or complex bookings.

“We thank consumers for their patience and advise them to visit www.ATOL.org for any further updates.”

Dream World Travel also traded as Al-umrah, Biznessclassflights, Bookholidaysonline, Bookonlineflights and Detltd.

If you booked via any of these trading names and do not hold ATOL protection, you need to see if you can get a refund before turning to Opus Restructuring LLP.

One method is via Section 75 of the Consumer Credit Act 1974 for transactions over £100. This allows you to raise a claim against your credit provider if:

  • You paid some (or all) of the cost by credit card.
  • The cash price of the services is more than £100 but not more than £30,000.

If the above applies, contact your credit card provider or bank to request a refund under Section 75 of the Consumer Credit Act 1974. You should tell your provider that the company failed to provide your service, cannot issue a refund, your booking is not ATOL protected, and the company has engaged insolvency practitioners to placing the company into liquidation.

If you can’t get a refund under Section 75 of the Consumer Credit Act 1974, you may be able to claim under the chargeback scheme rules.

Chargeback is a transaction reversal made to dispute a card transaction and secure a refund for the purchase made by debit card.

There is a time limit on chargeback claims – typically 120 days from the transaction processing date, or from when you expected to receive the service if it’s being delivered.

If you paid via instalments under Fly Now Pay Later (authorised by the Financial Conduct Authority), Opus said the transaction could be covered by Section 75 of the CCA. This allows you to raise a claim against Fly Now Pay Later as above.

Dream World Travel is pretty good with prices, but the pandemic in reality changed the way every business deal with situations and customers. The agents that dealt with me were pretty good from responding to e-mails or dealing with my requests, in particular Mr Zeechan. Hopefully in the future, I will be in touch.

I booked a holiday for march 2020 but it got cancelled because of Covid, I called & emailed the Dream world travel they always said that wait 6-12 weeks! They finally said in Dec 2020 will refund your money it has been over a year now, I have not yet received my refund. This company has to be the most unprofessional and rude company ever. They need DO NOT BOOK WITH THEM! Horrible company i will now take legal action towards it

NEVER ever book with these scamming bastards they have taken my money for flights for 4 people and not booked the flights and I've rang them more than 100 times counting on fingers and as soon as someone answers the phone after hours of wait they cut you off! Most rubbish company ever I have gone through. Their customer service is extremely frustrating. They can't understand what we are saying and they are not able to explain any reason. Companies charge a lot for any changes, after paying large money they don't ever do the changes that you want. Please don't go for this company. It's a total waste of TIME and MONEY wasted. They changed my flight time without my consent.

Why I should choose one star from them, they do not deserve. Standard approach is to take your money right after you handed in a booking, but do not make ticket for you! You spend a thousand attempts for communication, if you call, waiting in the busy line for hour, then they ask u to send an email only, if you send email, they either don't response, or keep lying (such as lying that they are preparing a refund for you this week/this month etc-which never cashed out). After several months you're tired of such invalid communication, they assume money is theirs. So easy. Commercial fraudster and criminal! Stay safe, don't try this 'Company'.

Finally I have now lost patience. Four flights on Singapore booked in Spring 2020 for November 2020 departure. All booked by DreamWorld Travel. Cancelled by Singapore Airlines in October 2020 due to Covid. For the life of me I can not get my refund. They do not dispute that I am owed more than £2000. Prepare to do a charge back with your credit card company as soon as possible and buy the tickets directly from the airline. In most cases you will be at airport with no tickets and Dream World Travel will keep claiming that you got the tickets until you have lost the will to pursue your money back. This is their modus operandi.

Beware. If DWT has not given you a refund (like to hundrerds of others), you might do these: Immediately inform your bank if you used their services and they should help you issue a chargeback. If they cannot help because of the 6-8 weeks 'waiting time' then immediately email DWT to refund within 15 days. If you still dont get it within this, and you used bank transfer/services, credit/debit card, call bank and ask for a chargeback. For credit card one could issue a section 75. If you used other payment methods, ask the company to issue chargeback. One option is to use small claims court or lawyer. Do not waste time, take action right now. Only the bank or court can get any refund due. Once you have done the work for refund, inform action fraud to help save others too. Copy and share this genuine review that i made from my experience to help others too. I only rated this 4 star so it shows at the top for others to read, and for those people who do not click 1or2 star ratings to see the truth. Only people who personally know the DWT staff have had good experiences. Otherwise the rest had a nightmare with DWT.

They are massive con artists, so you are unlikely to ever get them, or, they will wait until close to the departure of your flights and either ask you for more money, or change the dates and/or times of your flights, because they haven't booked them in advance. Contact Ealing Trading Standards.

Inform your credit card company that you have not authorised this and according to internet resources this is a scam. If the credit card company has authorised it already, you can do a charge back. Keep declining as in the end you will win.

I know how you feel because this is same thing this agency did to me, I ended up buying another ticket from another agency because this DREAMWORLD only took my money but never book and paid my ticket to the airline found this out after calling the airline my self, this agency will even give you a ref. This company is a scam

This company is a scam . Somebody calling himself Shawn , an English name with a deep Asian accent talked me into parting with 1339pounds on the pretense of issuing an e-ticket from royal air moroc which he never did but gave out a spam reference and confirmation number. I went to the airport, the airline declined to take me as no payment was ever made to them. It is basically an internet fraud.

Awful experience

Awful experience - paid for flights 3 months prior to travel, never received etickets, went to online checkin 48 hours before travel and no record of my booking!! This was for a family wedding - after several hours of calling they provided me with flights 24 hours later and made it to the wedding by the skin of my teeth! Having read other reviews I am lucky to have got alternative flights at all at such short notice. AVOID!!

Booked 4 tickets for over £3,000 to fly in December 2022. My elderly mother who is one of the passengers would need to make changes with her flight because she is worried of her husbands dementia getting worse. So we tried to make contact yesterday 22nd November to find out the company went bust. Devastated of the news not knowing they've taken our money in June 22 and declared bankruptcy in July 22. If I could award less stars I would. Please avoid this company 💯. My trip abroad had to be cancelled due to lockdowns etc. Other friends who booked the same flight with different agents got their money back with no fuss very quickly (minus any relevant cancellation fees) and although Dream World Travel said many times I was due a refund and on the refund list etc it has basically been over a year of me nagging and nagging and receiving automated responses or procrastination! And I’ve still not received my refund! They’re just a bunch of liars. Don’t book with dreamworldtravel. I also believe a lot of their good reviews on here are fake.

Truly Awful - Avoid

Truly Awful. I’m not in the habit of leaving negative reviews but what you read about them is true. Airline cancelled flights and they were ‘unable’ to find any alternative but were able to charge 15% of the ticket price and a handling fee. I rebooked tickets directly with the airline myself the same day. No refund received, such a shame that a company such as this can avoid the regulator. They might be cheap, but if anything changes you will be sorry you tried to save the money. 1000% Avoid.

I was due to fly to Australia in October 2020. Due to COVID my flights were cancelled. It has now been over 2 years with no sign of getting a refund from this company. No company in my 58 years has given such bad service or treated me in such a poor way. I will never use them again and I strongly advice everyone to avoid using them. AVOID" This is a scam company making unreal imaginary bookings with no tickets. This is a scam. Avoid being another subject to scammers. Booked our flight in May 2022 for July 2022. Received an email from this travel agency stating there is a problem and despite their efforts only 1 » days before my trip that my booking is cancelled! Contacted Turkish Air to find that they have not even booked the flight in the first place, and the flight was cancelled automatically as the travel agency has not booked the tickets till that deadline of the automatic cancellation. The booking was not completed and no tickets were issued. Tried to call them, no answer to the phones of email.

Got seen off by this lot for tickets to…

Got seen off by this lot for tickets to see my old friend/ mentor. Fortunately I paid by credit card. Tesco bank were really good and I’ve been reimbursed. If any of you paid by credit card contact them and apply for a charge back or a section 75 claim under the consumer credit act. It doesn’t compensate for your lost holiday but it’s of some comfort to get your cash back. I sincerely hope this helps some of you.

I have given them a 1 star before now I give a 0 star paid everything they asked for even after all this I still not received my tickets with the correct dates even I rang them lots of time email no reply .Spoke to emirates told me nothing has changed I am flying out on 30 th July but don't have my etickets So today I decided to go there office in Ealing they are closed. Like many the company took money but…

Like many the company took money but never bought a ticket with the airline. It was obvious quickly they were crooks and so it was a simple process to make a section 75 credit card claim to get a full refund. So always use a credit card for the protection it offers from these scum.

SCAM and report to your credit card company.

SCAM and waiting almost two months for e-ticket and no chance waiting for nothing, and i report to my credit card Barclays and dispute transaction, and i'm happy i got my money back in 7 days on my credit card, no more stress. Hoping to get your money back soon. Good luck to all.

Awful experience

Awful experience - paid for flights 3 months prior to travel, never received etickets, went to online checkin 48 hours before travel and no record of my booking!! This was for a family wedding - after several hours of calling they provided me with flights 24 hours later and made it to the wedding by the skin of my teeth! Having read other reviews I am lucky to have got alternative flights at all at such short notice. AVOID!!

Absolute disgrace of a company

I don’t know how this company is still functioning, they are an absolute disgrace. Can never get through on the phone, I have been waiting for a response regarding a refund for THREE MONTHS. Despite 8+ emails asking for an update, which have all been ignored. DO NOT hand your money over to this company!!!

Booked 4 tickets for over £3,000 to fly in December 2022. My elderly mother who is one of the passengers would need to make changes with her flight because she is worried of her husbands dementia getting worse. So we tried to make contact yesterday 22nd November to find out the company went bust. Devastated of the news not knowing they've taken our money in June 22 and declared bankruptcy in July 22. We were never informed. These people do not have conscience , I hope bad karma will get you.We work hard to get the monies you scammed from us. You b......TRD.

If I could award less stars I would. Please avoid this company 💯. My trip abroad had to be cancelled due to lockdowns etc. Other friends who booked the same flight with different agents got their money back with no fuss very quickly (minus any relevant cancellation fees) and although Dream World Travel said many times I was due a refund and on the refund list etc it has basically been over a year of me nagging and nagging and receiving automated responses or procrastination! And I’ve still not received my refund! They’re just a bunch of liars. Don’t book with dreamworldtravel. I also believe a lot of their good reviews on here are fake.

My flight was cancelled in December last year. They did not return my money and company has gone bust now. I tried to get money back from my credit card company and insurance but failed as it has been more than 120 days to be considered under section 75. Any other avenues where I can put a claim? How to report this company does anyone know?

Truly Awful - Avoid

Truly Awful. I’m not in the habit of leaving negative reviews but what you read about them is true. Airline cancelled flights and they were ‘unable’ to find any alternative but were able to charge 15% of the ticket price and a handling fee. I rebooked tickets directly with the airline myself the same day. No refund received, such a shame that a company such as this can avoid the regulator. They might be cheap, but if anything changes you will be sorry you tried to save the money. 1000% Avoid.

Booked 2 tickets on may 1st to travel on august 1st week I have received one e-ticket and I have not received my e-ticket for other one I’m keeping trying to ring them from June no one pick the call from the customer service somehow finally I have speak with one of their staff last 3 days back he said my ticket has been cancelled and I have booked other ticket from different site and spent £1000 extra to travel on august 1st week I’m not scared about refund and which I have received. I was due to fly to Australia in October 2020. Due to COVID my flights were cancelled. It has now been over 2 years with no sign of getting a refund from this company. No company in my 58 years has given such bad service or treated me in such a poor way. I will never use them again and I strongly advice everyone to avoid using them. I will provide a booking reference, PNR and email as requested but I know that nothing will happen as this company does not care.

No wonder his accountant jumped ship! Got stuffed for over £4,000 and no flight back from Australia to boot. Going to cost me over £5,000 to book direct with the airline - will not use any agency again. Will try to get money back from Credit Card company, but that will take ages or may never happen.

AVOID" This is a scam company making unreal imaginary bookings with no tickets. This is a scam. Avoid being another subject to scammers. Booked our flight in May 2022 for July 2022. Received an email from this travel agency stating there is a problem and despite their efforts only 1 » days before my trip that my booking is cancelled! Contacted Turkish Air to find that they have not even booked the flight in the first place, and the flight was cancelled automatically as the travel agency has not booked the tickets till that deadline of the automatic cancellation. The booking was not completed and no tickets were issued. Tried to call them, no answer to the phones of email.

Got seen off by this lot for tickets to…

Got seen off by this lot for tickets to see my old friend/ mentor. Fortunately I paid by credit card. Tesco bank were really good and I’ve been reimbursed. If any of you paid by credit card contact them and apply for a charge back or a section 75 claim under the consumer credit act. It doesn’t compensate for your lost holiday but it’s of some comfort to get your cash back. I sincerely hope this helps some of you.

I have given them a 1 star before now I give a 0 star paid everything they asked for even after all this I still not received my tickets with the correct dates even I rang them lots of time email no reply .Spoke to emirates told me nothing has changed I am flying out on 30 th July but don't have my etickets So today I decided to go there office in Ealing they are closed. So try there phone numbers since morning can't get through from 900 to now 1548 shame on you dream world travel treat people with contempt. Like many the company took money but…

Like many the company took money but never bought a ticket with the airline. It was obvious quickly they were crooks and so it was a simple process to make a section 75 credit card claim to get a full refund. So always use a credit card for the protection it offers from these scum.

SCAM and report to your credit card company.

SCAM and waiting almost two months for e-ticket and no chance waiting for nothing, and i report to my credit card Barclays and dispute transaction, and i'm happy i got my money back in 7 days on my credit card, no more stress. Hoping to get your money back soon. Good luck to all.
